MoU Signing Ceremony for Primary Healthcare Services Delivery at Dhaka North City Corporation (DNCC)
On August 24, 2025, Dhaka North City Corporation (DNCC) signed a Memorandum of Agreement with five private agencies to ensure the continuation of essential primary healthcare services for city residents, particularly the underprivileged communities. The signing ceremony was held today at Nagar Bhaban, Gulshan, Dhaka North City Corporation.
Since 1998, DNCC has been providing healthcare services to city residents through the Urban Primary Healthcare Services Delivery Project, implemented under the Local Government Division with support from the Asian Development Bank (ADB). The project, which was operated through Nagar Matrisadan and Primary Healthcare Centers, officially expired on 30 June 2025. However, from 1 July 2025, DNCC has taken over direct supervision of the program to ensure uninterrupted healthcare delivery for the city dwellers.
To strengthen this initiative, the Ministry of Local Government instructed DNCC to partner with private agencies, making primary healthcare more accessible, equitable, high-quality, and sustainable. Under the new agreement, six agencies will manage different healthcare centers:
- Nari Maitri will operate two units in Moghbazar and another in Mohammadpur.
- Dhaka Ahsania Mission will manage the Mirpur Mazar Road unit.
- Association for Prevention of Septic Abortion, Bangladesh (BAPSA) will run services in the extended Pallabi area.
- Unity Through Population Service (UTPS) will operate in Uttara.
- Population Services and Training Center (PSTC) will manage the Satarkul area.
Among these, four out of six Comprehensive Reproductive Health Care Centers (CRHCCs) in the Moghbazar area will be operated in DNCC’s own buildings, ensuring better infrastructure utilization.
The signing ceremony was graced by DNCC Administrator Mohammad Ejaz as the Chief Guest, while Brigadier General Imrul Kayes Chowdhury, DNCC Chief Health Officer, presided over the program. Dr. Margub Aref Jahangir, Health Specialist (Urban), UNICEF Bangladesh, attended as a special guest.
In his speech, the Chief Guest emphasized that primary healthcare is a fundamental right of city residents. He stressed the importance of transparency and strong monitoring for effective implementation of healthcare programs and highlighted the need for strong government-private sector collaboration to ensure better health outcomes.
The Chief Health Officer also underlined that, according to the Local Government (City Corporation) Act, the responsibility of healthcare delivery lies historically and legally with city corporations. He reaffirmed DNCC’s commitment to continuing healthcare programs through a public-private partnership (PPP) model with the broader vision of achieving the Sustainable Development Goals (SDGs).
